What you are seeing here is what is called 'Fuq il-Fil' - Fair faced wall. It is done by first filling the gaps between the each stone with white sealer. After the whole of the facade is done , it is sanded finely. The finished result is where the man is working and the other side is not sanded yet.

According to the shadow, the poor man seems to work during a hot hour of the day!

abraham, I can tell you, that this work does give alot of dust and dirt whilst it is being done, luckily today for me the wind is blowing the other way so I am not getting any of it, being I live across from this building.

So smart and clean. It sounds similar to what we call "pointing" when gaps are filled with cement and smoothed.
